Partial Claims

Helping employees through unemployment

Give your team a hand. Partial claims are filed by employers on behalf of their employees during temporary shutdowns of three weeks or less. These claims help you retain your workforce and allow your employees to be paid faster.

Filing Partial Claims

Employers may electronically file partial claims for their workers for up to three consecutive weeks with no earnings. Employers may also file for employees who are working reduced hours and earning gross pay less than their weekly benefit amount.

Payment Methods for Employees

Workforce Alabama does not issue paper checks. Before the partial claim can be processed, employees must choose whether to receive payment through either direct deposit or a state issued debit card by using the automated phone system at 800-499-2035.

Employees can complete the call to the automated payment method selection line after you have submitted their first week. Employees must also use this automated system for any payment method updates.

Filing Requirements

Submit an Employer Affidavit

To gain access to the Partials Filing System you must complete the Employer Affidavit and submit to the Partials Unit at UCPartials.Labor@labor.alabama.gov or fax to 334-956-7483.

Submit an Employee Consent Form on file for each of your employees

Each employee you file for must complete the Employee Consent Form prior to filing. Signed Employee Consent forms will be kept on file at ADOL for five years.

Provide your UC Account Number

Your account number is assigned by the Tax Section when your business is established. You must also include the coinciding federal ID number.

Partial claims cannot be filed until after the end of the pay period

The pay period must be when the employee’s gross earnings are less than his or her usual weekly earnings and less than the maximum UC weekly benefit amount currently in effect.

File within 14 days following the ending date

The ending date is the last day of the week of unemployment covered by the claim.

Exception: Where the employer’s payroll is on a biweekly basis or an employer’s administrative offices are closed for a period of two weeks, the 14-day limitation with respect to the first week of such pay period or closure is extended to 18 days.

Do not file partial claims when employees…
  • Receive a retirement pension from an employer they worked for within the past 18 months 
  • Attend school 
  • Have an active claim filed in another state (if not using the CPUB version) 
  • Receive Worker’s Compensation payments 
  • Could not work each day during the week being claimed when work is available 4 or more hours
Employees not covered by partial claims can file a claim

Employees can call 1-866-234-5382 or use the Internet system at workforce.alabama.gov/unemployment during the first week in which they do not work.

Submit partial claims only for employees temporarily laid off

Partial claims are only for employees laid off due to lack of work for no more than three consecutive weeks.

Employees unemployed for reasons other than temporary lack of work

Employees who are out of work for any reason other than temporary lack of work must file their own claim by calling 1-866-2-FILE-UC (1-866-234-5382) or on our website during the first week they do not work.

Scenarios where employees must file their own claims include taking off work for a vacation, going on medical leave or being unable to reach work because of a lack of transportation.

Partials can be filed for non-citizen employees

You can file for non-citizen employees. However, their permit number must be provided and a valid copy of their employment authorization document, front and back, must be submitted to the Payment Processing Unit to prove their status as a legal alien.

AL Vantage Debit Cards for Partial Unemployment Benefits

These cannot be mailed to the employer’s address. The employee’s current address or post office box must be provided when filing for benefits. Postal authorities will not forward AL Vantage Debit Cards.
